The
University Grants Commission announces holding of the National
Eligibility Test (NET) on 29th December 2013 (SUNDAY) for
determining the eligibility of Indian nationals for the Eligibility
for Assistant Professor only or Junior Research Fellowship (JRF) and
Eligibility for Assistant Professor both in Indian universities
and colleges. UGC will conduct NET in 79 subjects including Santali
new subject (listed under item no. 9) at 84 (Eighty Four, including
five new centres) selected NET Coordinating Institutions (listed under
Item no. 10) spread across the country.
The result
of the UGC-NET to be held on 29th December, 2013 will be made
available on the UGC websites:
www.ugc.ac.in and
www.ugcnetonline.in as and when it is declared. The candidates
will not be individually intimated about their result.
The
candidates who qualify for the award of Junior Research Fellowship are
eligible to pursue research in the subject of their post-graduation or
in a related subject and are also eligible for Assistant Professor.
The universities, institutions, IITs and other national organizations
may select the JRF awardees for whole time research work in accordance
with the procedure prescribed by them. The award of JRF and
Eligibility for Assistant Professor both OR Eligibility for Assistant
Professor only will depend on the performance of the candidate in all
three papers of NET. However, the candidates qualifying exclusively
for Assistant Professor will not be considered for award of JRF.
Candidates appearing in NET should clearly specify in the prescribed
Application Form whether they are applying for both JRF & Eligibility
for Assistant Professor both OR only for Eligibility for Assistant
Professor. Candidates who qualify the Test for eligibility for
Assistant Professor will be governed by the rules and regulations for
recruitment of Assistant Professor of the concerned
universities/colleges/state governments, as the case may be.
Scheduled Caste (SC)/Scheduled Tribe (ST)/ Persons with disability (PWD)/Other
Backward Classes (OBC) (Non-creamy layer), as per the central list of
Other Backward Classes available on National Commission for Backward
Classes (NCBC), Government of India website :

be given such special concessions as may be decided by the Commission.

Candidates qualifying for the award of Junior
Research Fellowship will be eligible to receive fellowship of UGC
under various schemes, subject to their finding placement in
universities/IITs/institutions. The validity period of the offer is
two years w.e.f. the date of issue of JRF Award Letter. However, in
case the candidates who have already joined M.Phil/Ph.D., the date of
commencement of fellowship shall be from the date of declaration of
NET result or date of their joining, whichever is later.

The candidates having any grievances with regard to answer key(s) even after declaration of result of NET December, 2013, he/she may send a written request to the Head, UGC NET Bureau, South Campus University of Delhi, Benito Juarez Marg, New Delhi-110021 supporting his/her stand with standard books/literature. along with a Demand Draft of Rs.5,000/- in favour of Secretary, UGC within one month from the date of declaration of result of NET December, 2013 examination. The request(s) so received will be placed before the Expert Committee(s) for re-examination of the answer key(s). In case the answer key(s) is/are found to be incorrect, the UGC will process the result in the light of changed key(s) and qualify the additional candidates for JRF and/or eligibility for Assistant Professor. The National Eligibility Test (NET) is the national level entrance examination in India for postgraduate candidates who wish to qualify for university level teaching jobs in India
and/or admission to PhD research programmes. The test is conducted for
over 90 different disciplines. For the science and engineering
disciplines, it is jointly conducted by Council of Scientific and Industrial Research (CSIR) and University Grants Commission ("CSIR-UGC" NET). For the rest of the disciplines it is administered by the University Grants Commission (referred to as "UGC NET"),
The basic objective is to determine eligibility for college & university level lectureship and for award of Junior Research Fellowship (JRF) for Indian nationals in order to ensure minimum standards for the entrants in the teaching profession and research.
The test for Junior Research Fellowship is being conducted since 1984. The Government of India, through its notification dated 22 July 1988 entrusted the task of conducting the eligibility test for lectureship to University Grants Commission. Consequently, UGC conducted the first ever National Eligibility Test (NET), common to both Eligibility for Lectureship and Junior Research Fellowship in December 1989. Since then it is conducted twice every year, once each in June & December.
In December 2013, Public Sector Undertakings such as Indian Oil Corporation and others decided to use the National Eligibility Test scores for recruitment purpose in various streams, particularly, management. The UGC has decided to allow PSUs to use NET result database to recruit master degree holders. This will help PSUs to shortlist eligible candidates, UGC approved this based upon the fact that for past few years fewer candidates opted to take the NET exam due to deceased opportunity in education sector. UGC-NET has been experiencing a low turnout in the forthcoming examination to be held on 29 December, 2013. As compared to the UGC-NET held in December 2012 which had a total of 28,824 candidates, the number has fallen by around 2,500 candidates this year. UGC is hopeful that NET scores will be used along with GATE scores for recruitment in PSUs soon.[1]
National Eligibility Test (NET) of June 2012 was the most controversial examination because its results were published on 18 September 2012 & after the publication of the results, the Commission allegedly altered the Test’s qualification norms by mandating that candidates in the general category score an aggregate of 65 per cent for all three of the NET’s papers to become eligible for lectureship. The corresponding figure for the OBC category is 60 per cent and that of the SC/ST category is 55 per cent.According to the appearing students, in the original notification of the UGC it was specified that candidates in the general category should score at least 40 per cent for papers one and two and 50 per cent for paper three to be eligible for consideration for the final preparation of the result.[3]
UGC set an aggregate pass criteria General -65%, OBC - 60% and SC/ST - 55%. In the light of the student protests and representations, the UGC released a supplementary list on 12 November 2012, which although qualified a few more candidates, but it did not specify any criteria for the revised list.[4] Added to this was the fact that there were anomalies in the results declared where candidates securing less than 50 percent aggregate were declared as qualified whereas many general candidates with more 60 percent remained unqualified.
More than 7000 candidates approached the Kerala High Court against the University Grants Commission (UGC). The Kerala High court declared as illegal the new norms fixed by UGC for the National Eligibility Test (NET) for college and university lectureship. The court held that fixing of higher aggregate marks for three categories (General, OBC and SC/ST), that too just before the announcements of results, cannot be justified as the same was "not supportable by law". [5]
In the light of this judgement, the University Grants Commission added the specific note "NOTIFICATION REGARDING PROCEDURE AND CRITERIA FOR DECLARATION OF RESULT OF UGC NET TO BE HELD ON 30TH DECEMBER, 2012 " on its website just two days before the examination.It also listed stepwise clearance criteria for candidates of different categories and subjects according to the competitive cutoffs fixed by the University Grants Commission, with an aim to clear top 15 percent candidates only. [6]

Controversies
While a section of academicians advocated the abolition of the National Eligibility Test, the All India Federation of University and College Teachers’ Organisation (AIFUCTO) has strongly opposed attempts to scrap the National Eligibility Test (NET). University conducted the UGC National Eligibility Test (NET) at 36
centres in different department of the university and schools and
colleges in the city on Sunday.
As many as 9,117 candidates out of the total 11,325 who had applied
appeared in the examination. A KU
spokesperson said 36 centre superintendents, 550 invigilators and 200
other service staff were put on duty. Besides eight observers appointed
by the UGC, the university also engaged its senior deans and professors

PSUs to use NET scores for hiring , Ph 078-380-239-56
PATNA:
The National Eligibility Test (NET) conducted by the UGC for the award
of research fellowships and also for the appointment of assistant
professors in the institutions of higher education in the country will
now also serve as a passport for lucrative jobs in public sector
undertakings (PSUs). The UGC has decided to grant permission to PSUs to
use its NET result database for recruitment of master degree holders as
their officers. In the first phase, the UGC has issued a letter granting
permission to Indian Oil. Other PSUs are likely to follow suit soon.
Magadh University chemistry department teacher and Indian Science Congress Association executive member Ranjit Kumar Verma said that recently he had discussions with some senior officers of a public sector undertaking on a proposal for sharing the UGC-NET scores in some disciplines for their recruitment purposes. If they utilize UGC-NET score for recruitment of executives in their organization in disciplines like science, management, corporate communications, human resources and finance, the craze for taking the UGC-NET shall increase manifold in our country and, in return, the universities will be getting better students for PhD programmes, he said.
It may be mentioned here that the Indian Oil has introduced the practice of recruiting Graduate Engineers through GATE scores and also that of law graduates through CLAT score. It has been utilizing score from GATE examination for the last three years starting from 2010. In 2012 itself, the number of applicants in GATE increased to about 4.5 lakh from about 1.5 lakh in 2009. In 2013, over 11 lakh candidates are reported to have registered for GATE.
After Indian Oil, a large number of other reputed PSUs like NTPC, BHEL, DVC etc have started utilizing GATE score. They are enthusiastic as their recruitment process will become more objective by utilizing scores from NET which is conducted by UGC at multiple locations across India.
