ii)

The University Grants Commission announces holding of the National Eligibility Test (NET) on 29th December 2013 (SUNDAY) for determining the eligibility of Indian nationals for the Eligibility for Assistant Professor only or Junior Research Fellowship (JRF) and Eligibility for Assistant Professor both in Indian universities and colleges. UGC will conduct NET in 79 subjects including Santali new subject (listed under item no. 9) at 84 (Eighty Four, including five new centres) selected NET Coordinating Institutions (listed under Item no. 10) spread across the country.

The result of the UGC-NET to be held on 29th December, 2013 will be made available on the UGC websites: www.ugc.ac.in and www.ugcnetonline.in as and when it is declared. The candidates will not be individually intimated about their result.

The candidates who qualify for the award of Junior Research Fellowship are eligible to pursue research in the subject of their post-graduation or in a related subject and are also eligible for Assistant Professor. The universities, institutions, IITs and other national organizations may select the JRF awardees for whole time research work in accordance with the procedure prescribed by them. The award of JRF and Eligibility for Assistant Professor both OR Eligibility for Assistant Professor only will depend on the performance of the candidate in all three papers of NET. However, the candidates qualifying exclusively for Assistant Professor will not be considered for award of JRF. Candidates appearing in NET should clearly specify in the prescribed Application Form whether they are applying for both JRF & Eligibility for Assistant Professor both OR only for Eligibility for Assistant Professor. Candidates who qualify the Test for eligibility for Assistant Professor will be governed by the rules and regulations for recruitment of Assistant Professor of the concerned universities/colleges/state governments, as the case may be.

Scheduled Caste (SC)/Scheduled Tribe (ST)/ Persons with disability (PWD)/Other Backward Classes (OBC) (Non-creamy layer), as per the central list of Other Backward Classes available on National Commission for Backward Classes (NCBC), Government of India website : www.ncbc.nic.in, candidates will be given such special concessions as may be decided by the Commission.

JUNIOR RESEARCH FELLOWSHIP :

Candidates qualifying for the award of Junior Research Fellowship will be eligible to receive fellowship of UGC under various schemes, subject to their finding placement in universities/IITs/institutions. The validity period of the offer is two years w.e.f. the date of issue of JRF Award Letter. However, in case the candidates who have already joined M.Phil/Ph.D., the date of commencement of fellowship shall be from the date of declaration of NET result or date of their joining, whichever is later.


3)	CONDITIONS OF ELIGIBILITY

i)	Candidates who have secured at least 55% marks (without rounding off) in Master’s Degree OR equivalent examination from universities/institutions recognised by UGC in Humanities (including languages) and Social Science, Computer Science & Applications, Electronic Science etc. are eligible for this Test. The Scheduled Caste (SC)/Scheduled Tribe (ST)/Persons with disability (PWD) category candidates who have secured at least 50% marks (without rounding off) in Master’s degree or equivalent examination are eligible for this Test.

ii)	Candidates who have appeared OR will be appearing at the qualifying Master’s degree (final year) examination and whose result is still awaited OR candidates whose qualifying examinations have been delayed may also apply for this Test. However, such candidates will be admitted provisionally and shall be considered eligible for award of JRF/Assistant Professor eligibility only after they have passed their Master’s degree examination or equivalent with at least 55% marks (50% marks in case of SC/ST/PWD (Persons with disability) category candidates). Such candidates must complete their P.G. degree examination within two years from the date of NET result with required percentage of marks, failing which they shall be treated as disqualified.

iii)	The Ph.D. degree holders whose Master’s level examination had been completed by 19th September, 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e., from 55% to 50%) for appearing in NET.

iv)	Candidates are advised to appear in the subject of their post-graduation only. The candidates whose post-graduation subject is not covered in the list of subjects in item No. 9, may appear in a related subject.

v)	Candidates belonging to SC/ST/OBC (Non-creamy layer)/PWD category are required to submit attested copy of the category Certificate along with online printout of their Application Forms (obtained while applying on-line). Other candidates are not required to submit any certificates/documents in support of their eligibility along with printout of their Application Form. Therefore, the candidates, in their own interest, must satisfy themselves about their eligibility for the Test. In the event of any ineligibility being detected by the Commission at any stage, their candidature will be cancelled and they shall be liable for legal action.

vi)	Candidates having post-graduate diploma/certificate awarded by Indian University/Institute or foreign degree/diploma/certificate awarded by the foreign University/Institute should in their own interest, ascertain the equivalence of their diploma/degree/certificate with Master’s degree of recognized Indian universities from Association of Indian Universities (AIU), New Delhi. 4)	AGE LIMIT & RELAXATION :

i)	Junior Research Fellowship: Not more than 28 years as on 01.12.2013. A relaxation upto 5 years is provided to the candidates belonging to SC/ST/ PWD/OBC (Non-creamy layer, as per the Central list of OBC available on website : www.ncbc.nic.in) categories and to women applicants. Relaxation will also be provided to the candidates having research experience, limited to the period spent on research in the relevant/related subject of post-graduation degree, subject to a maximum of 5 years, on production of a certificate from appropriate authority. Three years’ relaxation in age will be permissible to the candidates possessing L.L.M. Degree. Total age relaxation on the above ground(s) shall not exceed five years under any circumstances.

ii)	Assistant Professor: There is no upper age limit for applying for eligibility for Assistant Professor.


5)	EXEMPTION (ELIGIBILITY FOR ASSISTANT PROFESSOR)

i)	NET/SLET/SET shall remain the minimum eligibility condition for recruitment and appointment of Assistant Professors in Universities/ Colleges/Institutions. Provided however, that candidates, who are or have been awarded a Ph. D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/ Colleges/ Institutions.

ii)	The candidates who have passed the UGC/CSIR JRF examination prior to 1989 are also exempted from appearing in NET.

iii)	For SET Candidates: The candidates who have cleared the State Eligibility Test (SET) accredited by UGC for eligibility for Assistant Professor held prior to 1st June 2002, are exempted from appearing in NET, being eligible to apply for Assistant Professor anywhere in India. For SET held from 1st June 2002 onwards, the qualified candidates are eligible to apply for the post of Assistant Professor only in the universities/ colleges situated in the state from where they have cleared their SET.

EXAMINATION FEE AND MODE OF PAYMENT :

For General candidates, the examination fee is Rs.450/-; for Other Backward Classes (Non-creamy layer, as per the Central list of OBC available on website: www.ncbc.nic.in ), the fee is Rs. 225/- and for SC/ST/PWD candidates, it is Rs. 110/-

i)	After filling all the details for applying online for NET, the computer will automatically generate your ‘Bank Challan’ indicating your details therein. A print out of this Bank Challan may be taken by the candidate for payment through cash, on the next working day (after generating the challan from www.ugcnetonline.in) at any branch of State Bank of India (SBI) alongwith bank charges (commission) of Rs.20/-

ii)	Two days after the payment of fee at SBI through filled Bank Challan, the candidate is required to check the status of fee payment at UGC website (www.ugcnetonline.in) and if the status is ‘OK’ the candidate will be able to take the printout of online Application Form (one copy), Attendance Slip (one copy) and Admission Card (one copy) on separate A-4 size papers.

	The candidate has to attach the UGC copy of the challan with the printout of online Application Form which he/she has to submit to the Registrar/Principal of UGC-NET Coordinating Institution opted by the candidate.

	Please note that fee submitted by any other mode like money order, demand draft, IPO etc. will be rejected. Fee once paid will not be refunded under any circumstances.

SCHEME AND DATE OF TEST

The Test will consist of three papers. All the three papers will consist of only objective type questions and will be held on 29th December, 2013 (SUNDAY) in two separate sessions as under:

Paper-I shall be of general nature, intended to assess the teaching/research aptitude of the candidate. It will primarily be designed to test reasoning ability, comprehension, divergent thinking and general awareness of the candidate. Sixty (60) multiple choice questions of two marks each will be given, out of which the candidate would be required to answer any fifty (50). In the event of the candidate attempting more than fifty questions, the first fifty questions attempted by the candidate would be evaluated.

Paper-II shall consist of 50 objective type compulsory questions based on the subject selected by the candidate. Each question will carry 2 marks.

Paper-III will consist of 75 objective type compulsory questions from the subject selected by the candidate. Each question will carry 2 marks.

All questions of Paper-II and Paper-III will be compulsory, covering entire syllabus (including all electives, without options).

The candidate will have to mark the responses for questions of Paper-I, Paper-II and Paper-III on the Optical Mark Reader (OMR) sheet provided along with the Test Booklet.

The detailed instructions for filling up the OMR Sheet will be uploaded on UGC website (www.ugcnetonline.in or www.ugc.ac.in) in the last week of November, 2013. It may be noted that instructions to candidates will not be sent to the candidate by post.

PROCEDURE & CRITERIA FOR DECLARATION OF RESULT:

This will comprise of following steps:

Step I: Minimum marks to be obtained in NET for considering a candidate for the award of JRF and eligibility for Assistant Professor:

The candidates are required to obtain following minimum marks separately in Paper-I, Paper-II and Paper-III as given below:

Step II: Amongst those candidates who have cleared step I, a merit list will be prepared subject-wise and category-wise using the aggregate marks of all the three papers secured by such candidates.

Step III: Top 15% candidates (for each subject and category), from the merit list mentioned under step II, will be declared NET qualified for eligibility for Assistant Professor only.

Step IV: A separate merit list for the award of JRF will be prepared from amongst the NET qualified candidates figuring in the merit list prepared under step III.

It may be noted that the above qualifying criteria decided by UGC is final and binding.

ii)

For Persons with Disability (Visually Challenged candidates) thirty minutes’ compensatory time shall be provided separately for paper-I and Paper-II. For paper-III, forty five minutes’ compensatory time shall be provided. They will also be provided the services of a scribe who would be a graduate in a subject other than that of the candidate. Those Persons with Disability (Physically Challenged) candidates who are not in a position to write in their own hand-writing can also avail these services by making prior request (at least one week before the date of UGC-NET) in writing to the Co-ordinator of the NET Coordinating Institution. Compensatory time and facility of scribe would not be provided to other Persons with Disability (Physically Challenged) candidates.

The facility of Scribe is applicable only for candidates with disability of 40% or more.

The candidate has the discretion of opting for his/her own scribe or has to request the Co-ordinator of the Coordinating Institution for the same in writing at least one week in advance of the test. In such instances the candidate is allowed to meet the scribe a day before the examination so as to verify whether the scribe is suitable or not. Those candidates who opt for their own scribe have to produce the scribe before the Co-ordinator along with her/his certificates of educational qualifications at least one day before the test.

iii)

Syllabus of Test: All questions of Paper-II and Paper-III will be compulsory, covering entire syllabus (including all electives, without options). Syllabi for all NET subjects can be downloaded from the UGC Website www.ugc.ac.in and are also available in the libraries of all Indian Universities. UGC will not send the syllabus to individual candidates.

iv)

In case of any discrepancy found in the English and Hindi versions, the questions in English version shall be taken as final.


8)	IMPORTANT :

i)	The National level Test for determining the eligibility of candidates for the award of Junior Research Fellowship/ Assistant Professor in science subjects (Chemical Sciences; Earth, Atmospheric, Ocean & Planetary Sciences; Life Sciences; Mathematical Sciences and Physical Sciences) is conducted jointly with the Council of Scientific and Industrial Research (CSIR), New Delhi. The candidates in these science subjects, desirous of availing UGC-JRF or obtaining eligibility for Assistant Professor in these subjects are advised to appear in the Joint CSIR-UGC Test for Junior Research Fellowship and Eligibility for Assistant Professor conducted by CSIR.

ii)	The UGC-NET for JRF/eligibility for Assistant Professor will be held at the NET Coordinating Institutions specified in the list under item No. 10.

iii)	PLEASE NOTE THAT CHANGE OF NET INSTITUTION WILL NOT BE ALLOWED UNDER ANY CIRCUMSTANCES.

HOW TO APPLY (APPLICATIONS HAVE TO BE SUBMITTED ONLINE) :

STEPS FOR SUBMISSION OF ONLINE APPLICATION FORM


i)	Candidate seeking admission to the Test (UGC-NET, December,2013) must apply online (i.e. www.ugcnetonline.in OR through a link available on the UGC website: www.ugc.ac.in).

ii)	Before applying Online, the candidates must possess the Scanned passport size photograph in JPEG format of less than 300 kb.

iii)	After filling all the details for applying online for NET, the computer will automatically generate your ‘Bank Challan’ indicating your details therein A print out of this Bank Challan may be taken by the candidate for payment through cash, on the next working day (after generating the challan from www.ugcnetonline.in) at any branch of State Bank of India (SBI) alongwith bank charges (commission) of Rs.20/-

iv)	Two days after the payment of fee at SBI through filled Bank Challan, the candidate is required to check the status of fee payment at UGC website www.ugcnetonline.in) and if the status is ‘OK’ the candidate will be able to take the printout of online Application Form (one copy), Attendance Slip (one copy) and Admission Card (one copy) on separate A-4 size papers.s.

v)	SC/ST/PWD candidates and candidates belonging to OBC (non-creamy layer) (as per the Central list of OBC available on website : www.ncbc.nic.in ) must enclose the attested copy of certificate for the same.

vi)	Candidates seeking age relaxation must enclose the certificate of educational qualification/research experience entitling the candidates for age relaxation. (for details, please see item no. 4).

vii)	The Application (consisting of one copy of printout of online application form and one copy of Attendance Slip) along with bank challan and other required documents (as mentioned in item No. 13) must reach the Registrar/Principal of the Coordinating Institution on or before 09.11.2013.

viii)	The candidates should retain the print out of online Admission card with them and will bring it on the day of examination after affixing the identical passport size photograph. The photograph must be signed across by the candidate after affixing, so that a part of the signature spreads over the Admit Card. Besides, it should be duly attested by the Head of the University Department/ Principal of the College/ class-I Gazetted officer.

ix)	It may be noted that no Admission Card will be issued by the respective NET Coordinating Institutions. Candidates are requested to ascertain their venue of the test/seating arrangement from the website of the respective NET Coordinating Institution and note it in their printout of online Admission Card at least 10 days before the Test, i.e. upto 19^th December, 2013.

x)	The candidates are required to bring a photo identity card also along with their printout of online Admission Card on the day of examination.

xi)	It may be pointed out that noting of seating arrangement/venue of test from the website of respective NET Coordinating Institutions will be the sole responsibility of candidate only. The NET Coordinating Institutions will not inform to the candidate separately regarding the seating arrangement/Venue of Test.

xii)	Application received after 09.11.2013 at the NET Coordinating Institutions will not be considered.

xiii)	Before applying Online, candidates are advised to go through detailed notification available on UGC website (i.e. www.ugcnetonline.in OR through a link available on the UGC website: www.ugc.ac.in ). Please note that Fee submitted through any other mode like Money Order, Demand Draft, IPO etc. will be summarily rejected.

xiv)	The envelope containing the Application Form should be superscribed “UGC NATIONAL ELIGIBILITY TEST FOR JUNIOR RESEARCH FELLOWSHIP AND ELIGIBILITY FOR ASSISTANT PROFESSOR, DECEMBER, 2013”.

xv)	The candidates must affix their recent identical passport size photographs, at the places indicated, on the printout of Online Application Form and Attendance Slip must sign across the photograph after it is affixed so that a part of the signature spreads over the Application Form and Attendance Slip beyond the photograph. Besides, it should be duly attested by the Head of the University Department/ Principal of the College/Class-I Gazetted Officer.

xvi)	In order to avoid last minute rush, the candidates are advised to apply early enough. UGC will not be responsible for network problems or any other problem of this nature in submission of online application during last days.


12) GENERAL INSTRUCTIONS :

i)	The candidates must read the conditions of eligibility as given at item no. 3 carefully and must satisfy themselves regarding their eligibility for the Test before filling the online application and submitting the printout of Online Application Form.

ii)	It may be noted that candidates will not be issued the Admission Card by the respective NET Coordinating Institutions. Candidates should note that their candidature is strictly provisional. The mere fact that Admission Card has been issued at the time of online registration and the candidate is allowed to appear in the test shall not imply that the Commission has finally accepted his/her candidature.

iii)	The Application (consisting of one copy of printout of online application form and one copy of Attendance Slip) along with bank challan and other required documents (as mentioned in item No. 13) must reach the Registrar/Principal of the NET Coordinating Institution on or before 09.11.2013.

iv)	The candidates are required to bring a photo identity card also along with their printout of online Admission Card on the day of examination.

v)	It may be pointed out that noting of seating arrangement/venue of test from the official website of respective NET Coordinating Institution will be the sole responsibility of candidate only. NET Coordinating Institution will not be responsible in this regard.

vi)	UGC may change the NET Coordinating Institutions or date of examination without assigning any reason.

vii)	Applications received after the last date will not be entertained.

viii)	No TA will be paid to the candidates.

ix)	Canvassing in any form will disqualify the candidate.

x)	Candidates should correspond only with their respective NET Coordinating Institution for Venue of test/seating arrangement or any other relevant information. UGC will not entertain any requests/queries in this regard.

xi)	The use of calculators or Log Tables is not permitted. Mobile phones, pagers, electronic devices etc. are not allowed in the Examination Hall/Room.

xii)	A candidate who does not appear in paper-I, will not be permitted to appear in paper-II and paper-III.

xiii)	Candidates will not be allowed to write any question from the Test Booklet on the Admission Card or on any other paper.

xiv)	Those candidates who are not able to find out their seating arrangement/ venue of Test from the website of the respective NET Coordinating Institution for appearing in the UGC-NET till 19th December, 2013, are advised to contact the office of Registrar/Principal/Co-ordinator of their UGC- NET Coordinating Institutions from 20th to 28th December, 2013.

xv)	Candidates should ensure that the signatures appended and photographs pasted by them in all the places, viz., in their Application Form, Attendance Slip and Admission Card should be identical and there should be no variation of any kind.

xvi)	The candidates in their own interest are requested to retain a photocopy of the Application Form and Attendance Slip for their record.

xvii)	Applications submitted on any other format (including old UGC format) will not be accepted.

xviii)	Printout of online application sent directly to the UGC will not be accepted.

xix)	Printout of online applications received after the last date (i.e. 09.11.2013) at the NET Coordinating Institutions will not be accepted.

xx)	Submission of Online Application is mandatory. Hard copies submitted to the NET Coordinating Institutions without online submission, will not be accepted.

xxi)	Application Form must be complete in all respects as per the Notification.

xxii)	All incomplete Application Forms will be rejected.

The marks of all the candidates will be uploaded on UGC website www.ugcnetonline.in soon after declaration of result. Besides this, UGC will not issue any mark sheet to qualified/non qualified candidates.

xxiv)

The candidates having any grievances with regard to answer key(s) even after declaration of result of NET December, 2013, he/she may send a written request to the Head, UGC NET Bureau, South Campus University of Delhi, Benito Juarez Marg, New Delhi-110021 supporting his/her stand with standard books/literature. along with a Demand Draft of Rs.5,000/- in favour of Secretary, UGC within one month from the date of declaration of result of NET December, 2013 examination. The request(s) so received will be placed before the Expert Committee(s) for re-examination of the answer key(s). In case the answer key(s) is/are found to be incorrect, the UGC will process the result in the light of changed key(s) and qualify the additional candidates for JRF and/or eligibility for Assistant Professor. Also, the result of previously qualified candidates for JRF and/or eligibility for Assistant Professor shall remain unchanged.

xxv)

No candidate will be allowed to leave the examination hall/room before 11.30a.m. in the 1st session and 3.30 p.m. in the second session.

xxvi)

The candidate shall have to return the original OMR Sheet of Paper I & II together and Paper-III to the Invigilator before leaving the examination hall/room. However, candidates are allowed to carry the Test Booklets of Paper-I, II and III along with duplicate copy (carbon less copy) of OMR Sheet on conclusion of examination.

xxvii)

The detailed instructions for the candidates will be uploaded on the UGC website www.ugcnetonline.in or www.ugc.ac.in. during the last week of November, 2013. Candidates may please see the instructions regarding use of Test Booklets, OMR Sheet and Specimen copy of OMR Sheet from the UGC website. It may be noted that instructions to candidates will not be sent to the candidate by post.

xxviii)

There are no negative marks for incorrect answers.

xxix)

The decision of the Commission shall be final in all matters.

xxx)

All legal disputes pertaining to this Test shall fall within the jurisdiction of Delhi Courts only.

13) ENCLOSURES TO BE SENT WITH THE APPLICATION :

The candidates should send the following documents with printout on separate A-4 size papers of their online Application Form (one copy) and Attendance Slip (one copy) :-


i)	Copy of Bank Challan (UGC copy).

ii)	Attested copies of SC/ST/Persons with Disability (PWD)/ OBC (Non creamy layer) certificates, in case applicable.

iii)	Certificate of educational qualification/research experience, in case applicable, entitling the candidate for age relaxation, duly attested by a Gazetted Officer.

14) CHECK LIST FOR FILLING THE ONLINE APPLICATION FORM :

The candidates are advised to ensure the following points before filling the Online Application Forms:


i)	Whether they fulfil the eligibility conditions for the Test as prescribed under the heading ‘CONDITIONS OF ELIGIBILITY’ and ‘AGE LIMIT’.

ii)	That they have filled their CATEGORY, viz., GEN/SC/ST/PWD/OBC (non-creamy layer), in the relevant column correctly.

iii)	That they have filled their subject and NET Coordinating Institution and code in the relevant column correctly.

iv)	That the Persons with Disability (PWD) candidates have filled the relevant column in the Online Application Form. Only PWD candidates have to fill this column and the others have to leave it blank.

v)	Whether they have signed the printout of Online Application Form, Admission Card and Attendance Slip.

vi)	Whether they have enclosed the required documents with the Application Form before submission at the NET Coordinating Institution.

vii)	Whether they have kept a copy of the submitted documents for their own record.

ugc National Eligibility Test , Ph 078-380-239-56

The National Eligibility Test (NET) is the national level entrance examination in India for postgraduate candidates who wish to qualify for university level teaching jobs in India and/or admission to PhD research programmes. The test is conducted for over 90 different disciplines. For the science and engineering disciplines, it is jointly conducted by Council of Scientific and Industrial Research (CSIR) and University Grants Commission ("CSIR-UGC" NET). For the rest of the disciplines it is administered by the University Grants Commission (referred to as "UGC NET"),
The basic objective is to determine eligibility for college & university level lectureship and for award of Junior Research Fellowship (JRF) for Indian nationals in order to ensure minimum standards for the entrants in the teaching profession and research.

The test for Junior Research Fellowship is being conducted since 1984. The Government of India, through its notification dated 22 July 1988 entrusted the task of conducting the eligibility test for lectureship to University Grants Commission. Consequently, UGC conducted the first ever National Eligibility Test (NET), common to both Eligibility for Lectureship and Junior Research Fellowship in December 1989. Since then it is conducted twice every year, once each in June & December.
In December 2013, Public Sector Undertakings such as Indian Oil Corporation and others decided to use the National Eligibility Test scores for recruitment purpose in various streams, particularly, management. The UGC has decided to allow PSUs to use NET result database to recruit master degree holders. This will help PSUs to shortlist eligible candidates, UGC approved this based upon the fact that for past few years fewer candidates opted to take the NET exam due to deceased opportunity in education sector. UGC-NET has been experiencing a low turnout in the forthcoming examination to be held on 29 December, 2013. As compared to the UGC-NET held in December 2012 which had a total of 28,824 candidates, the number has fallen by around 2,500 candidates this year. UGC is hopeful that NET scores will be used along with GATE scores for recruitment in PSUs soon.^[1]

Controversies

While a section of academicians advocated the abolition of the National Eligibility Test, the All India Federation of University and College Teachers’ Organisation (AIFUCTO) has strongly opposed attempts to scrap the National Eligibility Test (NET). The organization advocated that the test improves the standard of teaching in the country and instead of abolishing it all together the government must revisit some of its provisions that are making it flawed and unimplementable.^[2]
National Eligibility Test (NET) of June 2012 was the most controversial examination because its results were published on 18 September 2012 & after the publication of the results, the Commission allegedly altered the Test’s qualification norms by mandating that candidates in the general category score an aggregate of 65 per cent for all three of the NET’s papers to become eligible for lectureship. The corresponding figure for the OBC category is 60 per cent and that of the SC/ST category is 55 per cent.According to the appearing students, in the original notification of the UGC it was specified that candidates in the general category should score at least 40 per cent for papers one and two and 50 per cent for paper three to be eligible for consideration for the final preparation of the result.^[3]
UGC set an aggregate pass criteria General -65%, OBC - 60% and SC/ST - 55%. In the light of the student protests and representations, the UGC released a supplementary list on 12 November 2012, which although qualified a few more candidates, but it did not specify any criteria for the revised list.^[4] Added to this was the fact that there were anomalies in the results declared where candidates securing less than 50 percent aggregate were declared as qualified whereas many general candidates with more 60 percent remained unqualified.

More than 7000 candidates approached the Kerala High Court against the University Grants Commission (UGC). The Kerala High court declared as illegal the new norms fixed by UGC for the National Eligibility Test (NET) for college and university lectureship. The court held that fixing of higher aggregate marks for three categories (General, OBC and SC/ST), that too just before the announcements of results, cannot be justified as the same was "not supportable by law". ^[5]
In the light of this judgement, the University Grants Commission added the specific note "NOTIFICATION REGARDING PROCEDURE AND CRITERIA FOR DECLARATION OF RESULT OF UGC NET TO BE HELD ON 30TH DECEMBER, 2012 " on its website just two days before the examination.It also listed stepwise clearance criteria for candidates of different categories and subjects according to the competitive cutoffs fixed by the University Grants Commission, with an aim to clear top 15 percent candidates only. ^[6]

Kurukshetra University conducted the UGC National Eligibility Test (NET) at 36 centres in different department of the university and schools and colleges in the city on Sunday. As many as 9,117 candidates out of the total 11,325 who had applied appeared in the examination. A KU

spokesperson said 36 centre superintendents, 550 invigilators and 200 other service staff were put on duty. PSUs to use NET scores for hiring , Ph 078-380-239-56

PATNA: The National Eligibility Test (NET) conducted by the UGC for the award of research fellowships and also for the appointment of assistant professors in the institutions of higher education in the country will now also serve as a passport for lucrative jobs in public sector undertakings (PSUs). The UGC has decided to grant permission to PSUs to use its NET result database for recruitment of master degree holders as their officers. In the first phase, the UGC has issued a letter granting permission to Indian Oil. Other PSUs are likely to follow suit soon.

Magadh University chemistry department teacher and Indian Science Congress Association executive member Ranjit Kumar Verma said that recently he had discussions with some senior officers of a public sector undertaking on a proposal for sharing the UGC-NET scores in some disciplines for their recruitment purposes. If they utilize UGC-NET score for recruitment of executives in their organization in disciplines like science, management, corporate communications, human resources and finance, the craze for taking the UGC-NET shall increase manifold in our country and, in return, the universities will be getting better students for PhD programmes, he said.

It may be mentioned here that the Indian Oil has introduced the practice of recruiting Graduate Engineers through GATE scores and also that of law graduates through CLAT score. It has been utilizing score from GATE examination for the last three years starting from 2010. In 2012 itself, the number of applicants in GATE increased to about 4.5 lakh from about 1.5 lakh in 2009. In 2013, over 11 lakh candidates are reported to have registered for GATE.
After Indian Oil, a large number of other reputed PSUs like NTPC, BHEL, DVC etc have started utilizing GATE score. They are enthusiastic as their recruitment process will become more objective by utilizing scores from NET which is conducted by UGC at multiple locations across India.
